This design is meant to persuade people to not pollute water systems. The style of this image is very light and playful which is likely meant to be a contrast to the seriousness of the topic. A typical style choice for this type of image would have been to have it be very obviously dark and depressing so it is an interesting choice to make the design almost playful. The pelican in the design looks happy despite the fact that he has garbage in his mouth, I believe this design choice is actually more impactful because it gives the viewer more to think about when viewing the design.
