This environmental design is in the middle of a crosswalk on a street. The design is the word "look" with an exclamation point. The goal of this design is to get people to look out for traffic when they are crossing the street. The o's in "look" have added dots to them so the o's look like eyes that are looking at something, a reference to purpose of the entire design.
