This is an inflatable design by popular artists Filthy Luker. He is well-known for his inflatable works on buildings that mostly include tentacles, eyeballs, pencils, and other things. His work is usually changing something from 'ugly' to beautiful/intriguing, such as this abandoned building. It seems that his most popular inflatable design is the tentacles, seen here. I really like his work because it turns nothing into something and has a really cool effect on the community. Most of the photos on his website show onlookers taking photos of his work, which means they are now paying attention to something that they once didn't.
