I think this environmental design is wonderful and a great way to implement a useful thing, such as a bench, in a unique and interesting way. From the photo I believe the tulips can just be pulled down to create a seat. While these choices of seats are mostly targeting people who are alone since they have a pretty good amount of space between each one, they are still a cool idea for the street. Some people don't want to sit on a bench next to a stranger.
